Reconcile the PayPal balance before using Close Account

Only after the money trail is clear should closure become the final step. PayPal says a closed account cannot be reopened, so the useful checkpoint is not “did I press Close Account?” but “could I explain every remaining balance, pending item and dispute before I pressed it?”
